The steps are simple

I used a free minitool to format my USB, formatted as: File System =FAT32 and Type=Primary (Very Important)

I downloaded "OpenELEC-Amlogic.aarch64-Vega_S95-6.95.3-update" for EMMC from https://yadi.sk/d/gZW-PXc7qU4v7/Openelec/eMMC/Telos/20160627,
3#Copy OE in step 2 and saved in USB, Note this file MUST remain unzipped.
4# Powered on META box, I inserted the USB into one of the side USB port, and then followed the USAUL steps to UPDATE.
Then the system reboot into droid ICON with a run process for few seconds, then system shut off and immediately power on into OpenElec Screen>Kodi
The whole process takes less than 2min to complete -was very smooth no hiccup.

I used this file OpenELEC-Amlogic.aarch64-SPOT_i7-6.95.3-update.zip I think it is the wrong file for the Telos ..( used a SD card and did back up and update from android )anyway I have a black screen ..nothing at all ...waited 10 minutes nothing ..pulled power to reboot ..still nothing
So I am going to use PC and USB burning tool ..can I burn OE at this point or do I need to install android first then back up and update

That is the wrong file for the Telos. Get back to Android first with the USB Burning tool, just takes a minute or so. Then make sure you get the OE file for the Telos. Soon you will be basking in all the OE glory.
The file for the Telos eMMC OpenELEC.. There are two files at the link, you want the zip.
