I was also doing this on Win 8.1!

Or try on w8 running as administrator and compatibility mode

As the title says. Windows 8.1 updated the USB stack and apparently rockchip bootloader is using something from stone ages. End result, Win8.1 will not let you flash anything because it thinks the RK3x88 device is broken. I wasn't sure where to put this but perhaps here most people will see...
Furthermore you'll have to edit the flash tool's ini. Change SUPPORTUSB11= to SUPPORTUSB11=1
It works, i'm flashing my M9 pro with windows 8.1 64bit right now.
But if you dont COMPLETELY understand what you are doing to your windows, grab a spare laptop or or old pc or something and install a 32bit windows 7. It's faster and you won't **** up your windows 8.1A VM won't work, there is simply no way to connect that non-working usb device to the VM (and i tried for a long time).
Then again, this got nothing to do with this rom, it's a general windows/driver problem. I think any further questions should be posted in a separate thread.

did you install the latest vmtools?
i was able to flash mine on w7 64bit without problems
but not tested it on w8.1
