            in paypal help i see this:
            If the case is for an item that is not as described you should have partial refund button but if it is for an item not received you will not have the option to issue a partial refund as part of the claim.

            If the buyer is willing to accept a partial refund you can issue this through the transaction.

            Here’s how:

            Go to PayPal and log in to your account.
            Click ‘History’ near the top of the page.
            Click ‘Details’ next to the payment you want to refund.
            Click ‘Issue a refund.’
            For ‘Refund amount,’ enter the amount to you want to refund, then click ‘Continue.’
            Review the information, then click ‘Issue Refund.’

            Your buyer will then be asked to accept the refund. If they do accept this the claim will close.

              A vendor can make a refund at any time, so I cannot see the logic of asking you to close the dispute as that means that you would lose your rights on Paypal.

              The vendor should issue whatever refund is agreed upon and then you close the dispute.

              Or simply wait and allow Paypal to make the final judgement and issue of refund(s).

                  Why should your customer take back the paypal conflict and loose his last safety.

                    Hi GeekBuying_Rep,
                    I'd like an update on my order #3876980. I emailed your payment and aftersales support addresses and have received no reply.
                    Scrolling through this thread I see there seems to be quite a lot of issues with your shipping times and support response and am beginning to regret my business with Geekbuying.
                    I'd like to make sure you have my item in stock (as it was advertised on your website) and that it will be shipping out soon, and if not I'd like to inquire about a refund without resorting to a PayPal dispute, though I will if necessary.

                          I have emailed your after sales department with this problem and I find the generic answer I received unacceptable as they didnt seem to read and understand my complaint.

                          The parcel was stopped by customs for inspection. They requested invoice and proof of payment from your courier TNT. TNT service was bad and I had to keep emailing and calling to find out what was happening.

                          I provided the proof of payment and invoice to customs. One week later TNT call to say that customs has fined $45 because you the supplier put different amount on invoice. TNT says it a problem between me and supplier ( geekbuying) they also charge $35 for handling problem as they say I cannot contact customs directly. They say the fine is your fault and you must pay.,

                          I emailed your support department invoice as duty was only $10 which I was supposed to pay normally. Because of fine and handling charge amount to be paid is more than $90 for order of $125.

                          I am not prepared to pay your fine as I did not request the illegal declaration be made. It is bad enough there is a black mark on my name for fine of parcel.

                          Please explain how you will fix this as I will lodge a claim with Paypal to refund my money and you can arrange with your courier to return your goods.

                          Please tell your support to read complaints and stop sending generic messages that dont answer problem. I am willing to pay my duty and some of admin fee but no Fine created by your error.

                            You should always use DHL/EMS even if more expensive because in the end you will save a lot more and don't have to pay any fines or penalties as with TNT.
                            You can contact TNT and you will find they will refuse to give you proof that the payments were paid over to customs, that's how they make their money, cheap shipping but huge costs later when you want to receive your parcel. If you refuse the parcel TNT will also charge you disposal fees.
                            If you don't pay, they will take legal action.

                            Unfortunately Geekbuying's policy is that the customer is responsible for all customs charges and clearance fees so there is nothing they can do.

                                My only response to that comment is if its a known shipping scam then why would geekbuying allow it to be used. Lets be honest here. One wrong does not negate another wrong. Our members expect honesty and respect. Using a known scamming company has none of that.

                                I am glad JD /Neo have put thier foot down. Time for Geekbuying to make things right or move on.
