All I can say that I do it like this: Start Tool -> Open image -> Wait -> Connect Box -> Sometimes it's seen, sometimes it's not -> Reset it for 3-5 seconds (better 5) -> It's seen - Click Start -> WaitALFAWISE H96 Pro+ 3/32 (S32-V6) | 7.1.2 | SCV7A | OC kernel | TWRP 3.1.1-0 | 64GB

Don't think why not. But I have 2.0 only and it works, so maybe it would be better to buy 2.0 cable?
And are You sure that You have compatible device? Maybe it's sign from Odin, that You shouldn't mess with Your toy?
Truly I don;t know if mine is booting to recovery or what as I do it without having Box connected to any display.ALFAWISE H96 Pro+ 3/32 (S32-V6) | 7.1.2 | SCV7A | OC kernel | TWRP 3.1.1-0 | 64GB

There are so many different H96+ that just having one is not enough to make this Rom work. If You have just got it, than You probably have same device as mine (blue, S32-V6), but better check it before flashing.ALFAWISE H96 Pro+ 3/32 (S32-V6) | 7.1.2 | SCV7A | OC kernel | TWRP 3.1.1-0 | 64GB

Have to change one of my answers to Your questions: TWRP does see FAT32 formatted flash drive. Don't know why it hadn't before, abut it did few minutes agoALFAWISE H96 Pro+ 3/32 (S32-V6) | 7.1.2 | SCV7A | OC kernel | TWRP 3.1.1-0 | 64GB

Don;t know, as I flashed it almost right after flashing V4 (only set it up on V4 and than rebooted to to TWRP to flash V7A).
However I don;t see any problems. DLNA is working fine, connected BT keybord (couldn;t manage to do it on stock), AirMouse is working too.ALFAWISE H96 Pro+ 3/32 (S32-V6) | 7.1.2 | SCV7A | OC kernel | TWRP 3.1.1-0 | 64GB
